Contractors, Engineers Seek Early Release of Funds for Development Works

Srinagar, Aug 17, KNT: The delay in the release of the Jammu and Kashmir Union Territory Capex Budget has raised concerns among contractors, engineers and public representatives, who fear that prolonged uncertainty over funding could eat into the limited construction season and affect the timely completion and quality of development works.
With only a few months of favourable weather available for major civil works in Jammu and Kashmir, stakeholders have stressed the need for early release of funds so that departments can utilise the current construction window effectively.
Road macadamization, cement concrete works, bridge construction, drainage systems, public buildings and other infrastructure projects are largely dependent on suitable weather conditions. Stakeholders point out that harsh winters, snowfall and freezing temperatures in several parts of the Union Territory can make construction difficult and restrict the execution of many works.
They particularly cited road macadamization, which requires suitable temperatures for laying asphalt, and cement-based works, which require favourable conditions for proper curing and long-term durability.
Contractors and residents said the delay in the Capex release has slowed the initiation of several development works in different districts, with apprehension that projects pushed beyond the current construction season could either remain incomplete or be undertaken under less favourable conditions.
The concern is not limited to the pace of expenditure. Stakeholders argue that compressing works into the end of the construction season could also put pressure on contractors and executing agencies to complete projects within a shorter period, potentially affecting workmanship and durability.
They have urged the Jammu and Kashmir Government to expedite the release of the Capex Budget and allow departments to initiate pending works without further delay.
Stakeholders said timely funding would enable departments to complete more projects during the current construction season, while also supporting employment generation and improving public infrastructure and services.
They have urged the administration to treat the release of development funds as a priority, particularly in view of the limited construction window available in several parts of Jammu and Kashmir. [KNT]
