Delay in LAHDC-Kargil Floor Test Bringing Development to Standstill: Leaders

Kargil, June 30, KNT: With the floor test in the Ladakh Autonomous Hill Development Council (LAHDC), Kargil, yet to be conducted, developmental activities across Kargil, Drass and Zanskar have virtually come to a standstill, prompting growing concern among political representatives over delays in the release of funds and approval of the annual budget.

Political leaders and elected representatives in Kargil have expressed concern that nearly half of the working season has already passed, but the council has been unable to hold its annual budget meeting owing to the unresolved political situation. They said the delay has adversely affected the execution of several important projects being taken up under the District Capex Budget.

According to the representatives, no fresh funds have been released for developmental works, leaving many ongoing projects either stalled or progressing at a slow pace during the region’s limited working season.

They claimed that the issue had earlier been brought to the notice of the Lieutenant Governor of Ladakh and the Chief Secretary, who had assured that the necessary notification for conducting the floor test would be issued. However, they alleged that the process continues to remain pending, prolonging uncertainty and affecting governance.

The leaders urged the Ladakh Administration to expedite the floor test to enable the council to convene its annual budget meeting and ensure timely release of funds for development works.

They maintained that any further delay would have serious implications for infrastructure development and public welfare in Kargil, Drass and Zanskar, where the working season is relatively short due to harsh climatic conditions. [KNT]
