Srinagar, Sep 25, KNT: The Jammu and Kashmir government has said it cannot set a rigid timeframe for finalizing a policy on regularization of casual, seasonal, temporary, contractual and need-based workers, citing legal, administrative and financial considerations.
In a written reply to a question by CPI(M) MLA Mohammad Yousuf Tarigami, the government said a committee headed by the Chief Secretary was examining the issue.
The committee was constituted in March 2025 to examine various aspects of the engagement and regularization of such workers across departments.
The government said the workers belonged to different categories and had been engaged at different points of time under varying terms and conditions.
It said the proposed policy would have to conform to statutory provisions, the prevailing legal position and the prescribed recruitment framework while taking into account the financial implications.
The committee is examining the matter with the objective of formulating a uniform framework that is legally enforceable and administratively implementable across departments, the government said.
It added that consultations with departments and examination of the issue from administrative, legal and financial perspectives were required before a final policy decision.
On the timeframe for submission of the committee’s report and final policy decision, the government said it would not be appropriate to indicate a rigid deadline at this stage.
The government said the issue remained under active consideration and that a considered decision would be taken after completion of the examination and receipt of inputs from the concerned departments and authorities. [KNT]
