IMA JDN Opposes BHMS-CCMP Registration With MMC Pending Bombay High Court Decision
Mumbai, Aug 8, KNT: The Indian Medical Association Junior Doctors Network (IMA JDN) has opposed the ongoing registration of BHMS-CCMP practitioners with the Maharashtra Medical Council (MMC), urging the Maharashtra Government and concerned authorities to keep the process in abeyance until the Bombay High Court delivers its final decision on the matter.
In a statement, IMA JDN said it was concerned over the reported commencement of registration and issuance of certificates to BHMS-CCMP practitioners while the matter remains pending before the Bombay High Court.
Dr. Mohammad Momin Khan, Co-Convenor, IMA JDN J&K, said the issue was not about denying healthcare access in rural or underserved areas but about maintaining standards of Modern Medicine and ensuring patient safety.
He argued that MBBS doctors undergo structured training in Modern Medicine covering clinical subjects, hospital postings, internship and supervised patient care, and said a bridge course cannot be equated with the comprehensive undergraduate and clinical training of an MBBS graduate.
The IMA JDN maintained that Homeopathy and Modern Medicine have different curricula, training structures and defined scopes of practice, and said these distinctions should be preserved while framing policies concerning medical practice.
Rejecting the argument that a shortage of doctors in rural areas could justify the arrangement, the medical body said MBBS doctors are already serving at Primary Health Centres and other government healthcare facilities in Maharashtra. It also pointed out that the Maharashtra Government has removed the compulsory service bond for MBBS graduates, arguing that the existing workforce should instead be strengthened and effectively deployed in underserved areas.
The IMA JDN also referred to the recent intervention of the Bombay High Court after it took suo motu cognizance of the withdrawal of medical services in Maharashtra. According to the statement, IMA Maharashtra State, MARD, ASMI and other medical associations had participated in the service withdrawal, while emergency services continued.
The associations subsequently withdrew the service withdrawal following an appeal from the Acting Chief Justice and said they placed their faith in the judicial process.
The medical body further said the High Court had directed the Maharashtra Government to implement the Government Resolution dated Aug 3, 2026, and constitute a committee comprising concerned stakeholders to prepare a Standard Operating Procedure regarding BHMS-CCMP registration.
Against this backdrop, IMA JDN urged the Maharashtra Government, Maharashtra Medical Council and other concerned authorities to suspend further registrations until the High Court gives its final ruling.
The organization said it had faith in the judiciary and maintained that the court’s final decision should be respected before further administrative steps are taken.
The IMA JDN said the issue extends beyond professional interests and concerns the patient’s right to safe, transparent and appropriately qualified medical care, asserting that patient safety should remain non-negotiable. [KNT]
