J&K Transport Department Issues Show-Cause Notice to Rapido, Threatens Licence Cancellation

Jammu, Aug 21, KNT: The Jammu and Kashmir Transport Department has issued a show-cause notice to ride-hailing company Rapido over the alleged onboarding and operation of two-wheelers on its platform, despite the vehicles being excluded from the company’s aggregator licence.

The notice, issued by Transport Commissioner J&K Vishesh Paul Mahajan, asks Rapido to explain within seven days why its aggregator licence should not be cancelled over the alleged violation.

Rapido was granted Aggregator Licence No. 13 on July 15, 2026, for operation of Light Motor Vehicles subject to specified conditions. According to the notice, the licence permits the onboarding of auto-rickshaws, e-rickshaws, motor cabs and buses, while two-wheelers were specifically excluded.

The department has alleged that two-wheelers continued to be onboarded on the Rapido platform despite the restriction, amounting to non-compliance with the licence conditions.

The notice also refers to Circular No. 05-TC of 2026, dated July 17, concerning the prohibition on operation of two-wheelers under motor vehicle aggregator licences.

Rapido has been directed to submit its explanation within seven days. The department has warned that failure to respond within the stipulated period would be treated as the company having nothing to state in its defence, following which further action under law could be initiated without any additional notice.

The Transport Department has further cautioned that Rapido’s aggregator licence could be cancelled ab initio, or from the beginning, if the explanation submitted by the company is found unsatisfactory.

The notice gives Rapido an opportunity to respond to the allegations before any final action is taken by the department. [KNT]
