ACB Files Chargesheet in Kupwara Bus Stand Land Encroachment Case

Srinagar, Feb 27, KNT: The Anti-Corruption Bureau has presented a chargesheet before the Special Judge Anti-Corruption Court Baramulla against the then Executive Officer Municipal Committee Kupwara, a Khilafwarzi Inspector, and a private beneficiary in connection with alleged illegal building permission and encroachment on land notified for Bus Stand Kupwara.

The case pertains to FIR No. 14/2022 registered after a Joint Surprise Check revealed alleged irregularities in grant of permission for the construction of a double-storey shopping complex at Bus Adda Regipora, Kupwara.

According to the investigation, the then Executive Officer Bashir Ahmad Dar allegedly issued two building permissions in favour of Ghulam Mohammad Mir, attorney holder of land under Khasra No. 661 measuring 01 Kanal and 16 Marlas, without obtaining mandatory clearance from the Town Planning Organization. The probe found that the land had already been acquired and notified for construction and expansion of the Kupwara Bus Stand, and compensation had been paid by the Government.

Investigators stated that the building permission was granted despite prior rejections by previous officers due to legal impediments reflected in official records and inspection reports. The ACB alleged that the action resulted in a loss of ₹57,37,500 to the state exchequer and jeopardised the proposed public infrastructure project.

Besides the then Executive Officer, the chargesheet names Mohammad Abdullah Malik, then Khilafwarzi Inspector MC Kupwara, and Ghulam Mohammad Mir as accused. They have been charged under relevant provisions of the Jammu and Kashmir Prevention of Corruption Act Svt. 2006 and Section 120-B RPC.

The court has fixed April 18, 2026 as the next date of hearing. [KNT]
