Soldier Killed in Action in J&K to Get ₹25 Lakh, Cops ₹12 Lakh, Civilians ₹1 Lakh

Srinagar, Aug 15, KNT: Families of J&K-domicile defence and Central Armed Police Force personnel killed in action will receive ₹25 lakh under the revised Security Related Expenditure (SRE) norms, while the assistance for J&K Police personnel killed in action has been fixed at ₹12 lakh and for civilians killed in violence-related incidents or LoC shelling at ₹1 lakh.

The ₹25 lakh assistance will apply to J&K-domicile defence and CAPF personnel killed in such incidents, whether within or outside Jammu and Kashmir. For non-domicile defence and CAPF personnel killed in J&K, the assistance has been fixed at ₹5 lakh.

For police personnel, the ₹12 lakh assistance includes ₹7 lakh from the Police Welfare Fund and ₹5 lakh from the J&K Government budget. Families of Special Police Officers killed in action will receive ₹5 lakh, while permanent disability among police personnel will attract assistance of ₹75,000, with provisions also made for partial disability.

The norms provide ₹2 lakh for a magistrate who dies while performing official duty and ₹1 lakh for other government employees killed while on duty. Permanent disability will attract ₹75,000, while serious injuries requiring hospitalisation for more than 24 hours will qualify for ₹5,000, injuries requiring hospitalisation for less than 24 hours for ₹1,000 and minor injuries requiring first aid for ₹500.

Those who surrender after involvement in armed activities will be eligible for ₹75,000, while families of individuals who had subsequently acted as informers and were killed will receive ₹1 lakh.

For property damaged during security operations, assistance has been capped at ₹10 lakh per case, with up to ₹7 lakh for immovable property and ₹3 lakh for movable property, or the actual assessed loss, whichever is lower.

Damage caused by firing or shelling from across the international border or LoC will qualify for assistance equivalent to 50 per cent of the assessed loss, subject to the prescribed ceiling. For immovable property damaged by bomb blasts or other acts of sabotage, relief will be 50 per cent of the assessed loss, subject to a maximum of ₹1 lakh.

The assistance will be sanctioned by the concerned Deputy Commissioner on the recommendations of the District Level Screening-cum-Coordination Committee. An aggrieved person can appeal against the Deputy Commissioner’s assessment before the Divisional Commissioner within 30 days. [KNT]
