Iltija Mufti Questions Outsourcing of Veterinary Posts, Alleges Gazetted Jobs Handed to Delhi Firm

Srinagar, June 29, KNT: Peoples Democratic Party (PDP) leader Iltija Mufti on Monday alleged that gazetted posts in the Animal Husbandry Department have been outsourced to a private firm, describing the move as an “outright betrayal” of the youth of Jammu and Kashmir.

In a post on X, Iltija Mufti alleged that public jobs were being handed over to private companies, replacing transparent recruitment with contractual arrangements.

“Gazetted posts outsourced to a construction company in Delhi is an outright betrayal of J&K’s youth. Public jobs are being handed to private companies, replacing transparency with uncertainty. Young professionals deserve secure, merit-based employment and job security instead of contracts with no future. Stop selling public jobs,” she wrote.

The allegations were accompanied by a deployment letter purportedly issued by Apex Enterprises, a Delhi-based manpower outsourcing firm, addressed to the Director, Directorate of Animal Husbandry, Srinagar.

The document states that Apex Enterprises was engaged to deploy 13 Veterinary Doctors and 10 Veterinary Inspectors in the Directorate of Animal Husbandry, Srinagar, on an outsourced basis for a one-year period beginning October 5, 2025.

The deployment letter further states that the outsourced personnel were posted at the Directorate’s office at Red Cross Road, Gaw Kadal, Srinagar, and requested the department to update its records. An annexure attached with the letter contains the names of all 23 personnel engaged under the outsourcing arrangement.

The latest allegations come amid an intensifying political debate over the outsourcing of government jobs in Jammu and Kashmir. Opposition parties have questioned the engagement of private agencies for filling posts in various departments, while the National Conference-led government has maintained that outsourcing is a temporary administrative arrangement and not a substitute for regular recruitment. [KNT]
